NGINX-RTMP and Flussonic preload the media files in the scheduled playlists, this preload time can cause playlists to be delayed and start a few minutes after the time specified. Currently this is a limitation of the video engines and we will be reviewing this problem in our future once a fix is available. It should be noted that Wowza Streaming Engine does not have this limitation and should start exactly when specified. More information about TV stations can be found in the link here.
